Who is required to register with the National Do Not Call List (DNCL)?

  • Telemarketers who make unsolicited telemarketing calls on their own behalf, regardless of whether or not such calls fall under the National DNCL exemptions.
  • Clients of telemarketers on whose behalf unsolicited telemarketing calls are made regardless of whether or not the calls fall under the National DNCL exemptions.

Any third party organization who has been given authorization to access subscriptions on behalf of clients must register with the National Do Not Call List. These include:

  • Telemarketers making unsolicited telemarketing calls only on behalf of clients.
  • Organizations providing services to the telemarketing industry such as list scrubbing services.

Identification Validation

Effective November 29, 2009 all new telemarketers, clients of telemarketers, or third party organizations are subject to an identification validation process, prior to completing the registration process. The identification validation process is performed in conjunction with Dun & Bradstreet® (D&B®). Registration information you provide the National DNCL operator is transmitted to D&B® and compared with information in the D&B® database. If a match between the registration information provided to the National DNCL operator and D&B® is found, the registration process continues. If no match is found, contact information for D&B® will be provided in order to establish a record. This record is called a D&B D-U-N-S® Number. Once a D&B D-U-N-S® Number is established, please return to the National DNCL website and re-start the registration process.

How long will it take to register?

The National DNCL Web site will guide you through the registration process and will take approximately 10 minutes to complete. For your protection, if you are inactive for 30 minutes your session will time out, and any information provided will be lost if not completed.

What information are you required to provide for registration?

You will be asked to provide the following information during the registration process. You may want to print this page and gather the required information prior to starting the registration process. If your session times out before you have completed registration, no information will be saved and you will need to start again.

  • Business information
    • Business legal name
    • Business operating name
    • Name of parent company
    • Business address
    • Business telephone number
    • Business website
  • Account manager contact information for up to three (3) contacts. The account manager(s) will receive account notifications and are the only contact(s) authorized to make changes to the account profile or to request technical assistance
    • Name
    • Business mailing address
    • Business phone number
    • Business e-mail address
    • Language preference
  • Telemarketer context
    • Description of telemarketing activities performed by your organization
    • Business names used/displayed while making telemarketing calls
    • Telephone numbers used/displayed while making telemarketing calls
  • Account password

Collection, use and disclosure of information

The National DNCL Operator collects, uses, and discloses telemarketers' information and information related to clients of telemarketers, to:

  • Validate identity of registrants of the National DNCL with Dun & Bradstreet®;
  • Enable subscription to the National DNCL;
  • Facilitate and manage the registration of telemarketers, or clients of telemarketers, with the Complaints Investigator Delegate;
  • Give access to the contents of the National DNCL; and
  • Support other activities specifically identified at the time the information is collected.

In addition, information about telemarketers or clients of telemarketers will be collected to allow telemarketers and their clients to receive technical support from the National DNCL Operator.
